Direct application to the province (non-Express Entry streams)
Through Express Entry (Express Entry-aligned streams called “enhanced” nominations), which gives applicants an additional 600 points toward their Comprehensive Ranking System (CRS) score, almost guaranteeing an invitation to apply for permanent residence.
Popular PNP streams include the Ontario Immigrant Nominee Program (OINP), British Columbia Provincial Nominee Program (BC PNP), Alberta Advantage Immigration Program (AAIP), Saskatchewan Immigrant Nominee Program (SINP), among others. Some PNPs prioritize candidates already living or working in the province, while others accept applications from outside Canada.

Eligibility

Application Process
The PNP application process depends on whether you apply through Express Entry or a non-Express Entry stream. Here’s how each works:
- Express Entry Stream:
- Confirm eligibility for one of three federal programs: Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class.
- Create an Express Entry profile and select provinces or territories of interest.
- If a province sends a Notification of Interest, apply to their Express Entry PNP stream.
- Upon nomination, gain 600 additional Comprehensive Ranking System (CRS) points, boosting your chances of receiving an Invitation to Apply (ITA) for permanent residency.
- Non Express Entry Stream:
- Choose a province or territory and identify a suitable PNP stream.
- Submit an application directly to the province, following their specific guidelines.
- If nominated, apply for permanent residency through Immigration, Refugees and Citizenship Canada (IRCC).
Each province has unique procedures, so carefully follow their instructions. Processing times vary, typically ranging from 6 to 12 months, depending on the stream and application volume.
PNP Stream
Participating provinces and territories offer over 80 PNP streams tailored to diverse applicants. Examples include:
- Ontario Human Capital Priorities Stream: For skilled workers in high-demand occupations, often aligned with Express Entry.
- British Columbia PNP Tech Stream: Targets tech professionals to address labor shortages in British Columbia.
- Saskatchewan International Skilled Worker: Offers pathways for skilled workers, with or without job offers.
- Manitoba Skilled Worker Overseas: For workers with connections to Manitoba or provincial invitations.
Express Entry
Some provinces and territories have PNP streams that are aligned with the federal government’s Express Entry system. This allows candidates who are nominated through a PNP stream to be awarded additional points on their Comprehensive Ranking System (CRS) score, increasing their chances of being invited to apply for permanent residency.
Candidates who are nominated through a PNP stream and are subsequently invited to apply for permanent residency through Express Entry are given priority processing of their application.
